Certificate Of Occupancy Chart & Transferring Question

I have come across recently questions regarding 2 family units especially regarding C of O inspection. If you buy a 2-4 unit property and there was a valid C of O in the past two years it can be transferred from the previous owner. You can see the chart below for all properties for the city of Rochester.

One or Two Family Owner Occupied No C of O Required
One or Two Family Owned by RHA No C of O Required
One or Two Family, Occupied by the Owner’s Spouse, Child, Parent or Sibling C of O Exemption available (Renewable every three years)
One or Two Family Non Owner Occupied C of O Required every Six (6) Years
Mixed Occupancy Building    containing 1 or more dwelling units C of O Required every Three (3) Years
Multiple Dwelling C of O Required every Three (3) Years
Commercial C of O Required ONLY when they establish or change use
Transfer C of O for Single Family Not required
Transfer C of O for Two Family Required if no C of O issued within Two (2) Years
Transfer C of O for Mixed Occupancy Not required
Transfer C of O for Multiple Dwellings Not required
Reoccupancy of a Dwelling vacant for more than Two (2) Months Required if a C of O has not been issued within the past Year
